The SR 28 project created a shared-use path that separates vehicles and foot and bicycle traffic and allows better ADA access to the largest alpine lake in North America. This project, completed in June 2019, is a first step toward a multi-use trail that will circle Lake Tahoe.
Built adjacent to the National Scenic Byway, the $41.9-million mountain roadway contract included a three-mile section with six bridges, 12 retaining walls, a tunnel, relocation of a force sewer main, three parking lots, six miles of water-quality improvements and 11 miles of safety upgrades.
The team scheduled its work during the off-season and incorporated 11 major innovations, saving more than $10 million while protecting the sensitive site. Cost-saving measures included reducing the width of the path to 10 ft from 14 ft, reusing excavated rock, modifying the locations and heights of soil nail walls, eliminating unnecessary micropile walls, cutting pier foundation design costs and changing drainage inlets from cast-in-place to precast concrete.
